What papers does the dog need to go to No.Dakota? Proof of Rabies Vac. and I thought there was another one he needs to have.

You aren't "required" to have any papers as far as I know. Though it's probably a good idea to have them with. I carry all of my dogs papers with in the first aid kit.

Same here. Rabies is probably the only thing, but I think you need to be able to prove that anywhere if your dog does something he shouldn't.

I have seen on websites that it says you need a certificate of health from your vet. I would think that shot records would cover it.

It's always a good idea to carry all vaccination records with you when traveling. Never know what you may run into.
